Modes of drought climatization: A frame analysis of drought problematization in Germany across policy fields

Abstract Since 2003, droughts have been problematized within a climate change frame in Germany. Scholars describe this framing process as climatization. In our research, we conduct qualitative content analysis of sector journal articles to investigate the climatization drought three most affected policy fields Germany: agriculture, water management, and forestry. The research objectives are how processes evolve take place specific field, what different modes can be identified. results based on 267 from journals published by political associations farmers, managers, foresters at both national state level, covering problematization relating two major events 2003 2011–2012. article shows that four distinguished: scientification, securitization, technocratization, transformation. With empirically heuristic, contribute advancing concept operationalizing it into more profound, grounded analytical applied critically policymaking related reducing disaster risks achieving adaptation.
